ANALISIS IMPLEMENTASI KEBIJAKAN PENDIDIKAN KARAKTER

Abstract


Keberhasilan pendidikan karakter tidak dapat dilepaskan dari kebijakan, sistem pengelolaan program serta penjaminan mutu internal. Pada praktiknya, kebijakan tidak sesuai dengan identifikasi masalah. Penjaminan mutu pendidikan karakter sulit diterapkan akibat lemahnya kecukupan syarat seperti anggaran serta SDM. Tujuan penelitian 1) mendeskripsikan dan menganalisis implementasi kebijakan Pendidikan Karakter, 2) mengembangkan model hipotetik sistem penjaminan mutu internal dalam pendidikan karakter. Metode penelitian deskriptif kualitatif studi kasus. Sumber data menggunakan purposive sampling dan snowball technique.  Analisis data menggunakan constructionist analysis. Hasil penelitian menunjukkan kebijakan pendidikan disusun berdasarkan visi serta tujuan sekolah dengan karakteristik dan  program  berbeda.  SD Tzu Chi menekankan pada kemandirian dan kebermaknaan individu, SD Mutiara Bangsa fokus pada toleransi, SDN 07 Jelambar fokus pada nilai religius. Masalah utama dalam penjaminan mutu adalah anggaran, belum optimalnya riset dan pengembangan praktik, sistem informasi, serta SDM guru .

The success of character education can not be separated from the policy, management systems and internal quality assurance program. In practice, the policy is not appropriate with the identification problem. Character education quality assurance difficult to implement. Because budgetary requirements HR. Aims of this tudy 1) describe and analyze the implementation of character education policy, 2) develop a hypothetical model of internal quality assurance system in character education. Descriptive research method qualitative study case. Data sources are purposive sampling and snowball technique. Analysis of data used constructionist analysis. The results showed education policy is based on the vision and goals of the school with characteristics and different programs. SD Tzu Chi emphasis on self-reliance and individual significance, SD MB focus on tolerance, SDN 07 Jelambar focus on religious values. The main problem in quality assurance is the budget, not optimal research and development practices, information systems, and human resource.
