HIGHER EDUCATION CAPABILITY DEVELOPMENT MODEL IN AN EFFORT TO BUILD QUALITY AND WORLD CLASS UNIVERSITY

Abstract


This research aims to identify and analyze the main supporting and inhibiting factors faced by academic staff and institutions in efforts to develop lecturer capacity, especially to achieve professorship. The main problems that will be researched and studied relate to (1) supporting and inhibiting factors, (2) strategies that have been implemented and strategies that should be implemented, (3) design of academic capacity development models, and (4) evaluation of the impact of study results and follow-up . This study was motivated by demands for government policy to add professors with the identified shortage of 17,000 professors by the Ministry of Research, Technology and Higher Education and the need for PTNBH in an effort to improve the quality and global competitiveness as a WCU. In this context, PTNBH requires an effective strategy to increase the human resource capacity of lecturers, especially accelerating the attainment of doctoral degrees (S3) and professorships (Professor) which are supported by international standard research capabilities and competencies in accordance with their scientific/field of study. The aim of this research is to find solutions to the problems found regarding the low capacity of human resources as teaching staff and how to increase institutional capacity in accordance with WCU standards. The study results show that lecturer competencies and lecturer capability influence each other on organizational capabilities, while organizational culture does not. The study also explains how tertiary institutions in Indonesia can achieve World Class Universities.
