Analysis of the Civil Engineering Laboratory Management System at Universitas Negeri Jakarta in the Context of ISO/IEC 17025:2017 Compliance and Institutional Development

Abstract


Jakarta State University (UNJ) is currently transitioning into a state university with legal entity status (PTN-BH), a change that demands greater institutional autonomy, particularly in financial management. One of the key strategies to achieve this is through the commercialization of university laboratories, which hold significant potential as providers of testing services for industry and the public. However, ensuring that laboratory management complies with international standards remains a considerable challenge. This study aims to evaluate the extent to which the management system implemented in the Civil Engineering Laboratory at UNJ aligns with the requirements of ISO/IEC 17025:2017. The research employed a quantitative descriptive approach, with data collected through observations using self-assessment sheets covering general, structural, resource, process, and management system requirements. The analysis was conducted using a gap analysis method. The findings show that the UNJ Civil Engineering Materials Testing Laboratory achieved an overall compliance score of 59.5%, which is categorized as low. This indicates that the laboratory still requires substantial improvement, particularly in structural, process, and management system aspects, before proceeding to the accreditation stage. Strengthening these areas will be essential to enhance the laboratory’s competitiveness and support the university’s financial sustainability
