Kajian Kesesuaian Fasilitas Pelabuhan Cappa Ujung Kab. Sinjai Terhadap Standar Aksesibilitas Bagi Penyandang Disabilitas Mengacu Pada Permen PUPR No. 14 Tahun 2017

Abstract

Cappa Ujung Port in Sinjai Regency is a crucial transportation hub serving the mobility of coastal communities. However, this port has not fully met accessibility principles for persons with disabilities. This study aims to evaluate the suitability of the port design to accessibility standards based on PUPR Ministerial Regulation No. 14 of 2017 and Law No. 8 of 2016 concerning Persons with Disabilities. The research method used is descriptive qualitative with a case study approach. Data were collected through field observations, interviews with disabled users, and document studies. The results show that accessibility facilities such as ramps, toilets specifically for the disabled, visual/auditory information signs, and inclusive waiting rooms are still not available. Physical barriers, limited information, and the lack of disability-friendly services impact the mobility, comfort, and social participation of persons with disabilities. This study recommends strategies to improve accessibility through infrastructure audits, the application of universal design, human resource training, and the integration of regulations into port planning. This study is expected to serve as a reference for policymakers and port managers in creating inclusive and equitable maritime transportation infrastructure.
