ANALISIS HIGHEST AND BEST USE DALAM OPTIMALISASI PADA LAHAN KOSONG MILIK PEMERINTAH DI KAWASAN PERUMAHAN DAAN MOGOT BARU KALIDERES JAKARTA
Abstract
The utilization of vacant government-owned land presents a significant challenge in regional asset management, especially in densely populated urban areas with limited available space. This study aims to determine the most optimal use of a 9,128 m² vacant land located in Perumahan Daan Mogot Baru, Kalideres, Jakarta, by applying the Highest and Best Use (HBU) analysis. Two alternative uses were assessed: the construction of a sports arena and an art hall. The HBU method evaluates four key criteria: legal compliance, physical feasibility, financial viability, and maximum productivity.The results indicate that both alternatives meet the legal and physical requirements. However, substantial differences were found in terms of financial outcomes and productivity. The art hall alternative demonstrates a higher economic value, with a projected land value increase of 57.13% compared to the sports arena. Moreover, social and cultural factors strongly support the development of an art hall, considering the high demand for cultural and artistic facilities in the surrounding area.This study highlights the importance of incorporating HBU analysis in the decision-making process for regional asset utilization. It provides a strategic approach to optimizing land use, enhancing not only economic returns but also social and cultural benefits for the local community.
