Implementasi Kebijakan Olahraga Pendidikan sebagai Upaya Pembangunan Melalui Olahraga Berdasarkan Undang-Undang Sistem Keolahragaan Nasional

Undang-undang sistem keolahragaan nasional merupakan kunci dari sebuah perkembangan olahraga khususnya olahraga pendidikan. Undang-undang ini menempatkan olahraga sebagai suatu instrumen yang sangat penting bagi pembangunan nasional. Namun, saat ini masih memposisikan olahraga hanya sebagai pengembangan olahraga itu sendiri. Jadi tidak sesuai dengan apa yang tercantum pada undang-undang sistem keolahragaan nasional. Oleh karena itu, tujuan dari penelitian ini adalah untuk mengetahui implementasi dari kebijakan olahraga khususnya pada olahraga Pendidikan. Metode yang digunakan pada penelitian ini yaitu dengan menggunakan pendekatan kualitatif deskriptif. Kemudian dengan melakukan observasi, studi dokumentasi, serta wawancara sebagai alat untuk pengumpulan data serta untuk menganalisis data tersebut. Hasil dari penelitian ini ditemukan bahwa implementasi kebijakan pada olahraga Pendidikan sudah sesuai dengan Undang-undang sistem keolahragaan nasional. Namun masih terdapat kekurangan serta ketidakmerataan pada beberapa aspek. Penelitian ini merupakan kebaruan dalam studi analisis kebijakan olahraga di Indonesia khususnya di Kota Bandung. Implikasi dari hasil penelitian ini juga akan dibahas.

The rules of the national sports system are the key to the development of sports, especially education sports. This rule places sport as an instrument which is very important for national development. However, at this time still positioning the sport only as of the development of the sport itself. So, it is not in accordance with what is stated in the rules of the national sports system. Therefore, the purpose of this research is to find out the implementation of sports policy, especially in education sports. The method used in this research is to use a descriptive qualitative approach. Then by making observations, documentation studies, and interviews as a tool for data collection and analyzing the data. The results of this study found that the implementation of policies in education sports is in accordance with the rules of the national sports system. But there are still shortcomings and inequalities in several aspects. This research is a novelty in the study of sports policy analysis in Indonesia, especially in West Java. The implications of the results of this study will also be discussed.
