Analisis faktor Community-Based Participatory Framework untuk pengembangan Urban Village Tourism: Studi Kasus kampung tematik di Kota Sukabumi

Abstract


ABSTRACT

The Sukabumi City Government introduced seven Thematic Villages to harness tourism resources and promote the local creative economy. This initiative aims to boost economic prosperity by providing opportunities in creativity and tourism, emphasizing community-based tourism and sustainable development. However, challenges such as community interest conflicts, limited trust, and inadequate resource management capacity hinder implementation. This study analyzes the factors for creating a participatory framework for community-based tourism (CBT) in these villages. Using a descriptive verification method, the research examines variables like community attachment, involvement, perceived benefits, and costs. A survey with a questionnaire was conducted among community members and managers in Sukabumi's Thematic Villages. Descriptive analysis with SPSS validated the construct variables and analyzed community characteristics, while Structural Equation Modeling tested the framework. The findings show that community support for tourism development is significantly influenced by perceived benefits and costs, which also mediate the relationship between community attachment, involvement, and support for tourism. This underscores the importance of participatory planning in CBT initiatives, allowing active community engagement in identifying local tourism resources, mapping assets, and setting environmental objectives, thus focusing on long-term sustainable income generation.

ABSTRAK

Pemerintah Kota Sukabumi memperkenalkan tujuh Desa Tematik untuk memanfaatkan sumber daya pariwisata dan mempromosikan ekonomi kreatif lokal. Inisiatif ini bertujuan untuk meningkatkan kesejahteraan ekonomi dengan memberikan peluang kreativitas dan pariwisata, menekankan pariwisata berbasis masyarakat dan pembangunan berkelanjutan. Namun, tantangan seperti konflik kepentingan masyarakat, kepercayaan yang terbatas, dan kapasitas pengelolaan sumber daya yang tidak memadai menghambat implementasi pengembangan kepariwisataan. Studi ini menganalisis faktor-faktor untuk menciptakan kerangka kerja partisipatif untuk pariwisata berbasis masyarakat (CBT) di kampung-kampung ini. Dengan menggunakan metode verifikasi deskriptif, penelitian ini meneliti variabel-variabel seperti keterikatan masyarakat, keterlibatan, manfaat yang dirasakan, dan biaya. Survei dengan kuesioner dilakukan di antara anggota masyarakat dan pengelola di Kampung Tematik di Sukabumi. Analisis deskriptif dengan SPSS memvalidasi variabel konstruk dan menganalisis karakteristik masyarakat, sementara Structural Equation Modeling (SEM) menguji kerangka kerja tersebut. Hasil temuan menunjukkan bahwa dukungan masyarakat untuk pengembangan pariwisata secara signifikan dipengaruhi oleh manfaat dan biaya yang dirasakan, yang juga memediasi hubungan antara keterikatan masyarakat, keterlibatan, dan dukungan untuk pariwisata. Hal ini menggarisbawahi pentingnya perencanaan partisipatif dalam inisiatif CBT, yang memungkinkan keterlibatan masyarakat aktif dalam mengidentifikasi sumber daya pariwisata lokal, memetakan aset, dan menetapkan tujuan berbasis lingkungan, dengan demikian berfokus pada perolehan pendapatan berkelanjutan jangka panjang.
