Pemberdayaan Ekonomi Masyarakat Pesisir melalui Pengasapan Ikan Tembang di Kecamatan Laeya Kabupaten Konawe Selatan
Abstract
This study aims to analyze the economic conditions of coastal communities, particularly the smoked sardinella fish processors in Laeya District, South Konawe Regency, and to evaluate their level of empowerment in developing this activity as a strategy for local-based economic development. A qualitative descriptive method was employed, utilizing data collection techniques including observation, in-depth interviews, and documentation involving fish processors, local authorities, and related stakeholders. The findings reveal that most smoked fish processors are small-scale fishers and housewives who depend on this activity as a supplementary source of income. The smoking process significantly increases the value of sardinella fish; however, the enterprise still encounters several challenges, such as limited access to capital, inadequate production equipment, and restricted market reach. The level of community empowerment is categorized as moderate, with indicators such as business autonomy and participation in economic groups showing room for improvement. The study concludes that smoked fish processing has substantial potential to enhance coastal economic empowerment, provided it is supported by capacity-building initiatives, institutional strengthening, and improved market access. Policy recommendations are addressed to local governments and development institutions to support the sustainable advancement of microenterprises based on marine resources.
