Abstract

The blue economy promotes sustainable marine resource management while supporting economic development. This study analyzes the potential of the capture fisheries sector in reducing poverty in Bengkulu City by identifying leading marine commodities and evaluating regional competitiveness. A quantitative descriptive approach was used, applying Location Quotient (LQ), and Shift Share. Secondary data on fish production and poverty distributions were obtained from relevant institutions. Results indicate that Bengkulu City has five leading fisheries commodities with LQ > 1 and positive growth, suggesting strong classified as potential, and six developing. Despite this, Bengkulu’s Regional Growth Contribution value remains low compared to other regions, indicating underperformance in maximizing fishery potential. Spatial analysis also identified coastal subdistricts with high poverty levels near marine resources, showing a gap between potential and utilization. To address this, policy recommendations include improving infrastructure, strengthening the value chain, and empowering local communities through training and access to technology. By aligning fisheries development with blue economy principles, Bengkulu City can enhance economic competitiveness and reduce coastal poverty in a sustainable and inclusive manner.
