Improving Maritime Logistics to Support the Rate of National Industry Growth in Pelindo Regional 4

Abstract


Kawasan Timur Indonesia particularly North Maluku and Central Sulawesi, recorded the highest national economic growth in Q2 2025 requiring strong maritime logistics support. Pelindo Regional IV contributes to this through the Makassar New Port (MNP) as part of a National Strategic Project. This study analyzes the strategic role of MNP in optimizing container terminal capacity utilization, identifying bottlenecks through waterside performance and landside Dwelling Time, and proposing prioritized solutions. Qualitative descriptive approach was employed using gap analysis, Pareto diagrams, and the Analytical Hierarchy Process (AHP). Results show a 28% utility gap at MNP, with bottlenecks concentrated at Pre-Customs and Customs Dwelling Time, averaging 4.55 days and exceeding the 3-day standard, while waterside box crane performance met the ≥25 BPH target. AHP identifies Alternative A1 as the top priority: revitalizing and integrating SSm/SRM with INSW to reduce waiting times, followed by A3, which recommends adopting an Integrated Planning and Control Room (PnC) based on the Terminal Operating System (TOS) to unify real-time operations.
