EFFICIENCY AND EFFECTIVENESS AS FOUNDATIONS FOR EXCELLENT SCHOOL AND MADRASAH MANAGEMENT

Abstract


This study aims to examine efficiency and effectiveness as fundamental foundations for excellent school and madrasah management. Using a qualitative multi-case evaluative design, the study analyzed empirical evidence from six excellent schools and madrasahs representing different educational levels, institutional types, and governance structures. Data were obtained through interviews, observations, and document analysis, then examined using thematic analysis, cross-case comparison, and evaluative matrix analysis based on predetermined efficiency and effectiveness criteria. The findings reveal that institutional recognition as an excellent school or madrasah does not automatically indicate efficient and effective management. Some institutions achieved strong academic and non-academic outcomes but relied heavily on large financial resources, strong student input, additional learning hours, and external support. Other institutions demonstrated stronger managerial foundations by achieving educational goals through more economical resource use and better internal integration. Key weaknesses were found in planning alignment, curriculum implementation, teacher qualification and competence, financial transparency, facility utilization, assessment validity, quality assurance, supervision, and continuous evaluation. The study concludes that sustainable excellence requires both efficient resource management and effective goal achievement. Future research is recommended to develop measurable indicators and test the findings across broader school and madrasah contexts.
