Analisis Manajemen Pembinaan Olahraga Prestasi KONI Kabupaten Rokan Hulu

Abstract

This study aims to analyze the management of achievement sports coaching at the Indonesian National Sports Committee (KONI) of Rokan Hulu Regency based on the POAC (Planning, Organizing, Actuating, Controlling) management function approach, prompted by the region's stagnant performance in the Riau Provincial Sports Week (Porprov) IX (2017) and X (2022). A descriptive quantitative approach with a survey method was employed, involving 54 respondents selected through purposive sampling—comprising KONI administrators and coaches of medal-winning sports branches—with data collected through a validated and reliable Likert-scale questionnaire (Cronbach's Alpha = 0.982), supported by documentation studies. The findings revealed that the overall implementation of KONI Rokan Hulu's management functions fell into the "Poor" category (64.81%, 35 respondents). Specifically, all management dimensions showed unsatisfactory results: Planning was rated poor (53.70%), Organizing poor (55.56%), Actuating poor (59.26%), and Controlling emerged as the weakest aspect with an absolute majority in the poor category (77.78%). These results indicate that the management of achievement sports coaching in Rokan Hulu Regency faces comprehensive systemic constraints, ranging from weak planning foundations and task distribution to poor field execution and evaluation mechanisms. The consistently poor performance across all four management functions suggests that the coaching system lacks an integrated managerial cycle, limiting its capacity to translate available resources into competitive achievement. These findings underscore the urgent need for a comprehensive overhaul and evaluation of all managerial stages within KONI Rokan Hulu to ensure effective sports coaching and directly improve future athletic performance.
