POTENSI SUMBER DAYA ALAM DAN PROGRAM PENGEMBANGAN SUMBER DAYA MANUSIA PAPUA

Abstract

Papua is a region that has great potential for natural resources and human resources. The emergence of Papua Nationalism construction, which is believed happened to the Papuan people was driven by several things among them is the massive exploitation of natural resources which has not involved many indigenous Papuans people, and there is still widening inequality and injustice in the economic, social, political, cultural and educational fields. It is necessary to implement appropriate human resource development programs to create prosperity of people’s standard of living and development in Papua. As a region with abundant natural resource potential, cannot immediately provide prosperity for the Papuan people, if existing human resources are unable to utilize and develop technology in managing these natural resources. Human resource development in Papua can be achieved through education and training program which will have impact on the economic side by increasing the capabilities of the population of Papuan people. Human resource development is very important in determining the ability to absorb and manage sources of economic growth.  Boarding-based vocational education, vocational training and competency certification for Papuan people are very necessary to be implemented at various levels of society in order to produce reliable Papuan labours in accordance with industrial needs. Thus the use of technology and technological innovation can be carried out independently especially by indigenous Papuans, which will ultimately create job opportunities, and the long term expectation is the stability and conduciveness in Papua
