Good Governance in Satpol PP Operations: The Effects of Procedural Transparency, Communication Participation, and Factual Documentation on Compliance in Local Regulation Enforcement.

Abstract


Local regulation enforcement in Indonesia requires measurable operational standards that reflect good governance principles. This study examines the effects of procedural transparency, citizen communication participation, and factual documentation on procedural compliance among Satpol PP officers in Batam City. A quantitative cross-sectional survey was conducted with 82 active officers using a validated Likert-scale questionnaire, and the data were analyzed through multiple linear regression. The results indicate that procedural transparency (β = 0.274, p = 0.006), citizen communication participation (β = 0.219, p = 0.031), and factual documentation (β = 0.381, p < 0.001) significantly and positively influence procedural compliance. The regression model was significant (F = 42.617, p < 0.001; Adjusted R² = 0.607). These findings suggest that effective enforcement depends not only on formal authority but also on transparent procedures, two-way communication, and reliable documentation, providing practical implications for improving Satpol PP operational standards.
