PROGRAM CSR PENDIDIKAN PERUSAHAAN PERTAMBANGAN BATU BARA (TELAAH KRITIS TERHADAP DISTRIBUSI DAN ALOKASI DANA CSR PENDIDIKAN PT ADARO INDONESIA UNTUK SEKOLAH DAN MADRASAH DI KABUPATEN BALANGAN DAN TABALONG KALIMANTAN SELATAN)
Abstract
Studi ini bertujuan untuk mengetahui tentang distribusi dan alokasi dana CSR pendidikan PT Adaro Indonesia untuk sekolah/madrasah disekitar wilayah tambang batu bara Kabupaten Balangan dan Tabalong Kalimantan Selatan. Penelitian ini merupakan penelitian kualitatif dengan metode pengumpulan data: wawancara, dokumentasi, dan observasi. Madrasah yang menjadi lokasi penelitian ini berada di Kabupaten Balangan dan Tabalong. Madrasah/sekolah di Kabupaten Balangan tersebut adalah MIN Layap Paringin, SDN Dahai Paringin, MTsN Layap, SMPN 3 Paringin, MAN 1 Paringin, dan SMAN 1 Paringin, sedangkan di Kabupaten Tabalong adalah MIN Limau Manis Tanta, SDN Laburan, MTs Ar Raudlah Tanta, SMPN 2 Tanta, MAN 1 Tanjung, dan SMAN 1 Tanta. Penelitian ini menemukan bahwa distribusi dan alokasi lebih banyak kepada lembaga yang bukan sekolah/madrasah. Implikasinya adalah dampak program CSR pendidikan yang tidak terlihat konsisten terhadap kualitas pendidikan di sekolah/madrasah. Program CSR berdampak positif bagi sekolah/madrasah terkait dengan kelengkapan sarana prasarana.
The purpose of this study is to understand the distribution and the allocation of PT Adaro Indonesia corporate social responsibility education program to public schools and Madrasah (Islamic Schools) around PT Adaro Indonesia’s coal mines in Balangan and Tabalong South Borneo. This study is a qualitative research. Data was collected through interviews, documentations, and observations. This study was situated in Balangan and Tabalong regency. Madrasah/schools involved in this study were MIN Layap Balangan Paringin, SDN Dahai Paringin, MTsN Layap, SMPN 3 Paringin, MAN 1 Paringin, and SMAN 1 Paringin, while in District Tabalong are MIN Limau Manis Tanta, SDN Laburan, MTs Ar Raudlah Tanta, SMPN 2 Tanta, MAN 1 Tanjung, and SMAN 1 Tanta.
This study found that the distribution and allocation of the CSR fund are more to the institutions which is not school / madrasah. The use of the fund by third parties (Primagama, LP3AP, and GNOTA) become the trigger of fund allocation reduction of CSR programs in schools / Madrasah.. As implication of distribution and allocation, the impact of CSR education programs do not appear consistent with the quality of education in schools / madrasah. The programs only had a positive impact for schools / madrasah in realation to madrasah/ school’s infrastructure and facilities.
