THE IMPLEMENTATION OF BANDUNG LOCAL REGULATION NUMBER 9 OF 2010 ABOUT SERVICE LEVIES ROADSIDE PARKING

Abstract


Retribution is one of the Local Government policies that serve as a Source of Revenue (PAD) for the welfare of the region itself. One source of retribution in Bandung is retribution against the edge of the parking service on public roads. Provisions in the field of parking levy is considering the use of vehicle activity in Bandung is so routine, so that potential sources of revenue in this area is very large. Retribution policy in the field of parking services made by the Government of Bandung is Bandung Regional Regulation Number 9 of 2010 on the Service Fees Parking Roadside parking General and Special Places. Focused on the above description, this study tried to reveal some of the formulation of the problem as follows: (1) Is the amount of fees that are charged to users of parking facilities on the edge of the public road in the city of Bandung in accordance with the Rules of Bandung Number 9 of 2010 on the Service Fees Parking Roadside General and Special parking place; (2) How does the Government of Bandung for the presence of illegal parking space in the parking lot side of the road a few common in Bandung; (3) How does the solution to the problems that occur in the implementation of the regional regulation. In order to facilitate the carrying out of research, the approach used is a qualitative approach with case study method to disclose the facts that occurred in the field of implementation of the regulation through interviews, observation, literature and documentation. The subject of this research is the Bandung City Council, the Department of Transportation, parking attendants and parking facility users. The results showed that: (1) The amount of fees charged to users of the parking facilities on the edge of the public road is not in accordance with the provisions set out in Regulation Number 9 of 2010; (2) the actions taken by the Government of Bandung for the presence of illegal parking spot at the edge of the public road Bandung not been able to cope with the existence of the illegal parking place; (3) the absence of a concrete solution of Bandung City Government to address issues that arise in the implementation of law number 9 of 2010.
