The Reproduction and Culture of School Dropout in the Context of the “Pemuda Tangguh” Scholarship Policy for Senior High School Students in Kenjeran District, Surabaya

Abstract


The phenomenon of school dropouts is still a social problem in urban areas, even though access to education and educational assistance policies continue to be expanded. The Surabaya City Government through the Resilient Youth Scholarship Program seeks to support the sustainability of the education of students from underprivileged families at the high school/vocational/MA level equivalent. However, the reality on the ground shows that the existence of scholarships has not been fully able to prevent the practice of dropping out of school. This study aims to analyze the reproduction of the culture of school dropouts in the context of the Surabaya Resilient Youth Scholarship policy using the concept of habitus. This study uses a qualitative approach with the research location in Kenjeran District. Data were obtained through field observations, in-depth conversations with prospective scholarship recipients, and documentation, then analyzed in a qualitative descriptive manner. The results of the study show that the decision to drop out of school is influenced by habitus formed in the family and social environment, such as early work orientation and low meaning of formal education, so that scholarship policies are often not in line with social practices of the community.
